The short answer
Private investigators skip trace with credentialed investigative data (TLOxp, IRBsearch, LexisNexis) that requires a license and a permissible purpose, and in most states PI work itself requires a state license. That gated data and licensing is a different tier from the non-FCRA marketing tools real-estate investors use.
Investigative data is gated for a reason
PIs need depth: credit-header data, associates, historical addresses, and more, which come from credentialed platforms that vet every account and require a permissible purpose under GLBA and DPPA. A self-serve marketing tool can't legally carry that data, which is why the investigative tier looks and prices differently.
PI work usually requires a license
