Permissible Purpose

A use the FCRA allows for a consumer report, such as collecting an account.

Definition

Under the Fair Credit Reporting Act (15 U.S.C. §1681b), a consumer report may only be obtained for an enumerated permissible purpose, like reviewing or collecting an account, a credit or insurance decision, employment, or tenant screening. Skip tracing a property owner for marketing isn't a permissible-purpose use because it isn't an eligibility decision, which is why that data is sold as non-FCRA.
